Preheat oven to 450°F. Spray 18x13 -inch sheet pan with cooking spray. In small bowl, add water and flour, then mix until clumps disappear; set aside.
In large skillet, add ground beef and cook until browned and crumbly; drain. Add taco seasoning, salsa, tomato sauce, and slurry mixture. Cook over medium heat until mixture thickens. Reduce to simmer and cook 5 minutes. Remove from heat and let cool 10 minutes.
Cover sheet pan with half of tortillas, trimming to fit. Sprinkle with 1 1/2 cups cheese and cooled ground beef mixture.
Place baking sheet in oven for couple minutes. Remove pan and oven and top with remaining cheese. Add remaining tortillas, trim, and place on top of cheese, and press tortillas to help stick to cheese.
Bake 3-5 minutes or until desired crispness.
Remove from oven and slice into squares and serve.
