Preheat oven to 350 and spray two pie plates with cooking spray.
Add beef, onion and garlic in skillet and cook over medium heat until beef is browned and onion is transparent. Drain grease.
Add chili powder, cumin, paprika, and salt to meat to season.
Lay one tortilla in each plate, and cover with one layer of refried beans. Add half the seasoned ground beef to each tortilla, then cover with second tortilla.
Bake in oven for 10 minutes at 350.
Remove pie plates from oven, and spread half the salsa over the top of each tortilla. Cover the pizzas with half the cheddar cheese, half the tomatoes, and half the green onions.
Bake an additional 5-10 minutes in oven, until cheese is melted. Remove from oven and let cool, and serve with additional salsa and sour cream. Yum!
