Preheat oven to 375 degrees.
Brown ground beef in skillet over medium high heat until browned.
Drain beef, then add taco seasoning, garlic and water. Simmer for 10 minutes.
Place 6 tortillas into greased baking dish.
Then spread a third of the salsa on top of the tortillas.
Spread half of the meat over the salsa.
Layer 1/2 green onions over ground beef.
Then layer 1/2 of the sour cream (just drop evenly over the green onions.)
Add 1/2 cup cheddar cheese and 1/2 cup Monterey Jack cheese.
Repeat layers again.
Top with 6 more tortillas and spread with additional 1/3 salsa.
Sprinkle with remaining cheese.
Bake for 30-45 minutes, or until cheese is melted.
